Panama has several special tax regimes aimed at encouraging investment and international business activity.

Panama offers several special tax regimes designed to attract investment and international business. The Multinational Headquarters (SEM) Regime grants exemptions from income tax, VAT, dividend tax, and capital gains tax on services provided abroad, along with immigration and labor benefits for foreign employees. The Panama Pacifico Special Economic Area, located on the site of the former US Howard Air Force Base, provides broad tax, labor, and customs incentives for companies engaged in logistics, aviation, shared services, and other strategic industries. Other regimes include Free Trade Zones (such as Colon Free Zone) that allow duty-free imports and exports, and tourism or energy sector incentives offering partial or full exemptions on specific taxes. Additionally, Panama has a Pensionado (retiree) program, which grants foreign retirees significant tax and duty exemptions on imported goods and services.
